SYNOPSIS
The bill proposes to merge civil services officer of Jammu and Kashmir (J & K) cadre with Arunachal Pradesh, Goa, Mizoram Union Territory (AGMUT) cadre, with an aim to increase the officers strength in the union territory.

Article 370 was abolished to the state of Jammu & Kashmir in 2019.
This made the constitution of India fully applicable on J& K.
There was shortage of officers to manage in the union territory of J & K.

Salient Points ()
The bill will enable the availability of officers in J and K who have experience of running union territory administration.
This will also increase the strength of officers in the union territories of J & K and Leh.
There is a huge deficiency of officers in the region and merger of cadre will help J & K.
There is constant threat from Pakistan and China. So it is important to keep J & K under centre and not state government.
